Enabling a Lists tool to be a lookup target
For security purposes, Lists tools are initially disabled as targets for lookups from other tools. Once enabled for the tool, designers can then enable selected views as targets for a lookup.

Enter the Designer.

Click Settings and Options.

On the Settings tab, check Allow this tool to provide data to lookups defined in this workspace.
