On the Home tab, in the Editing group, click Layers, and then click Layer Properties.

In the Layer Properties dialog box, do one of the following:

To lock a layer, select the check box in the Lock column in the row for the layer that you want to lock.

To unlock a layer, clear the check box in the Lock column by clicking the cell in the row for the layer that you want to unlock.

Note: Shapes on a locked layer cannot be selected, moved, or edited. Also, shapes cannot be added to a locked layer. You can change the color of shapes on a locked layer by setting the color in the Color column of the Layer Properties dialog box.
