The possible causes for this error message are as follows:

• The user you are trying to contact is located in a different Active Directory organizational unit.

• Your user account is misconfigured on the Office Communications Server and you have attempted to make a call or join a conference. You are not allowed to perform this operation on the server side.

• You attempted an action (for example, starting video) that has been blocked by your administrator.

• You attempted a call or conference with a user in a federated organization, but the action is prohibited because of a problem with the certificate, an outage at the federated organization, or a problem with network connectivity to the federated organization.
