Create or change a security template
Security templates provide a quick way to assign multiple permissions to categories, groups, and users. After you create or change a security template, the permissions contained within the template can be applied whenever you create or modify categories, groups, or users.

On the Quick Launch, click Server Settings.

On the Server Settings page, click Security Templates.

On the Manage Templates page, click New Template.
To modify an existing template, in the Template Name column, click the name of the template that you want to modify.

On the Add or Edit Template page, in the Name section, type a name and a description for the security template.
Tip: To base this template on an existing template, select a template from the Copy Template list. The new template is populated with the security permissions from the existing template.

In the Category Permissions section, select the permissions in the Allow or Deny columns that you want to apply toward projects and resources whenever this template is used to set permissions.

In the Global Permissions section, select the permissions in the Allow or Deny columns that you want to apply across Microsoft Office Project Server 2007 whenever this template is used to set permissions.
Why can't I perform some actions in Microsoft Office Project Web Access?
Depending on the permissions settings you used to log on to Project Web Access, you may not be able to see or use certain features. Also, what you see on some pages may differ from what is documented if your server administrator customized Project Web Access and did not customize the Help to match.
