In a Teams free org, an admin can invite people to be members or guests of the organization. People invited to the org are automatically added to the org-wide team.
Admins can also:

Delete members.

Upgrade the org to the full version of Teams.

Start GDPR requests.

Create additional org-wide teams.
A member can invite people to be members of the org. If they are the owner of a team within the org, then that member can also invite people to be members or guests of that team.
